Clinton County has 3 Public Library’s; Blanchester Public Library; Sabina Public Library; Wilmington Public Library of Clinton County.

Blanchester Public Library goal is to meet the informational, recreational, cultural and educational needs of the service area. The library’s services include Services: Books & Paperbacks, Books on Tape, Free use of the Internet, DVDs (Digital Video Disks), Video Tapes, Large Print Books, Book Renewal by Phone, Over 150 Magazine Subscriptions, Free Programs for Kids, Adult Programs, Computers with Word Processing, Computer Magazine Index, Newspapers, Literacy Services, Local History, Reference Services, Inter-Library Loans, Public Copier, Services for Blind & Handicapped, IRS Forms, and Meeting Room for Community Groups. Computer Classes are offered to those of the age of 16 and above with the option of choosing the programs of interest.

Sabina Public Library in 1917 was initially started by the donation of books from the people with a balance in the treasury of $252.59. The Sabina Public Library officially opened its doors to the public on September 1937 at Sabina School. A teacher named Jean Gallagher was the first librarian. After a long struggle to build a library building owned by the library both Dr. Lang and Margaret Parrett died and they left most of their estate to the library with the administration of The National Bank and Trust. In 1993 and 1994 an addition was made to the library enlarging all areas making the library even more usable.  There is a large genealogy room (named in memory of the Beams), a computer room and an area which can be closed off for children's programs.  Programs are held for children and adults. The library also has  extensive video and audiotape holdings. In their goal to offer a combination of services this library offers programs such as the
Story Hour Program, Quilting Group, Scrap booking Class, Merry Money Program, and the
Appraisel Program.

Wilmington Public Library of Clinton County was founded in 1889 by the Members of the George Clinton Chapter, Daughters of the American Revolution. That summer the library was opened with 500 books in two rooms on Main Street in a building owned by the First National Bank of Wilmington. Today, the library offers nearly 100,000 items in two locations with the following services: Books on tape, Children's library, Genealogy records, Research sites, Interlibrary loans, Internet access, Large print books, LearningExpress Library, Periodicals, newspapers, and microfilm.
